A Year of Investment: Shoreview's 2025 Development Highlights

The past year marked a period of record construction activity and investment in the City of Shoreview, with significant commercial, housing, and business development bringing additional retail services, housing choices, and jobs to the community.
Business & Employment Growth
One of the most transformative areas of development continued to be Seven Lakes, the redevelopment of the former Deluxe corporate campus. Nearly 450,000 square feet of med-tech, high-tech, and manufacturing space has now been constructed, with major tenants including Binks, Fairview Pharmacy Services, and Shoreview-based PAR Systems. Together, these employers now support more than 1,000 jobs, reinforcing Shoreview’s position as a regional employment center.
At the Shoreview Corporate Center, Eagle Ridge Partners—working in partnership with the City and Greco Properties—continued reinvestment in a mixed-use campus combining corporate offices and housing. The fully renovated Lex at 4100 corporate office building is now 100 percent leased, attracting high-quality corporate tenants and breathing new life into an older office property.
Retail Reinvestments
Several retail redevelopment projects advanced this year, helping modernize key corridors. The City approved plans for a new Chipotle restaurant at the former Burger King site on Rice Street, and for the redevelopment of the Holiday/Circle K gas station at Lexington Avenue and Red Fox Road, which will include expanded fuel service and upgraded facilities.
Expanding Housing Options — Including Affordability
Housing development remained a central focus in 2025. At the Shoreview Corporate Center, the third and final phase of Aloma Apartments opened, completing more than 600 total units, including 44 affordable units supported by the City. Other residential projects progressed across Shoreview, including Gramsie Junction’s mix of apartments and rental townhomes targeting low- and moderate-income households, Harbor Shores villas on Snail Lake, and the approval of a 13-lot single-family subdivision at the former Victoria Valley Apple Orchard site.
Looking Ahead: Strategic Investment & Future Projects
Several major initiatives set the stage for Shoreview’s future growth. The City approved development plans and financial assistance for The Krew, a 293-unit mixed-use redevelopment of a city-owned brownfield site at I-694 and Rice Street. With 20 percent of units affordable at 50 percent AMI, it represents the deepest affordable housing investment the City has supported to date.
Additional efforts included ongoing work with a developer on the proposed major renovations of Shoreview Hills apartments, exploration of reuse options for the City-owned Fire Station 140 near Island Lake Park, and the launch of an updated housing study to guide future affordability strategies and inform the City’s 2050 Comprehensive Plan.
Together, these accomplishments reflect a year of thoughtful, well-managed growth in Shoreview—balancing economic development, housing choice, and neighborhood quality while laying a strong foundation for the years ahead.
